HAZLETON, Pa. -- On Thursday, March 2nd, shortly after 1 o'clock in the afternoon, the Hazleton Police Department Narcotics Unit along with members of the Luzerne County Drug Task Force arrested 28-year-old, Rangel Rosario, of 187 South Manhattan Court in Hazleton and 25-year-old, Herman Taveras, of 949-1/2 West 1st Street Apt #2 in Hazleton, after a 2 month investigation into the illegal sale of marijuana and the deadly "fentanyl" laced heroin.
At approximately 1:10PM, members of the Hazleton Police Department's Special Operations Group executed a search warrant at 187 South Manhattan Court, the residence of Rangel Rosario. Rosario was located in the residence attempting to flee out of a bedroom window, but was quickly taken into custody by members of the team.
After a search of the residence, the follwing items were seized:
$1,160.00 in US currency (Alleged Drug Proceeds)
Approximately 21 packets of heroin/fentanyl
Approximately 7.3g of marijuana
(2) Cellular telephones
Numerous items of packaging materials used to package and store heroin and marijuana
Herman Taveras was arrested a short time later after a traffic stop was initiated by Hazleton and West Hazleton Police Patrol Units. During a search of Taveras he was found to be in possession of approximately (201) packets of heroin, which was packaged for sale in a plastic bag concealed down his pants.
In January 2017, Investigators began conducting controlled undercover heroin and marijuana purchases from Rosario and Taveras.
Both Rosario and Taveras shared the same cellular telephone number to conduct the drug transactions during the investigation.
(2) Vehicles were seized by Investigators as a part of the investigation.
Rosario will be charged with:
(5) counts of Delivery of a Controlled Substance
(2) counts of possession with Intent to Deliver a Controlled Substance
(1) Count of Criminal Conspiracy
(5) counts of Criminal Use of a Communication Facility
Herman Taveras will be charged with:
(1) count of Delivery of a Controlled Substance
(1) count of possession with intent to deliver a controlled substance
(1) Criminal Use of a Communication Facility
(1) count of Criminal Conspiracy
The Hazleton Police Narcotics Unit was assisted in this Investigation by West Hazleton PD and Luzerne County Drug Task Force members.
Chief of Police, Jerry Speziale, issued the following statements in a press release:
"The collaboration between the agencies unleashed the power to do what none can do alone in our common goal of a drug free city." Those, that don't understand a "ZERO" tolerance for illegal drugs are fooling themselves into a jail cell."
